The masterplan creates a national and international attraction and takes reference from the history of the silk road that has defined the character of the region. Five themed clusters each with their own unique architectural, cultural and commercial offer are connected by a dramatic silk ribbon roof.

Below the roof a combination of different leisure and cultural zones further connect the wider elements of the masterplan, these include a botanical garden and opera house.

Due to the extremes of the local climate, the scheme will comprise combinations of internal and external public realm spaces that will link all the different elements.
