Hale Village masterplan

BDP was commissioned by Lee Valley Estates to provide a residential-led masterplan for a 4.9ha site, the former GLS Depot, adjacent to Tottenham Hale Station in North London. The scheme included some 1210 residential units, a 100 room hotel, 700 student accommodation rooms, a headquarters office, 5,500m² local retail, a primary school, crèche and neighbourhood management office. It was the first major component of the Tottenham Hale Urban Centre Masterplan to be progressed within one of the London Plan’s key development opportunity sites.

BDP was appointed to prepare and manage the outline planning application and the subsequent reserved matters applications. The role included providing guidance to the client on the best mix of uses to maximise value from the land, whilst providing maximum benefit to the local community. BDP developed the planning case, produced complex reports in support of the application and managed inputs from a number of external consultants. BDP were also the coordinators of the EIA, undertook the Section 106 negotiations, and led the comprehensive community and stakeholder consultation process. Hale Village is a typical example of our work in achieving planning consent for schemes that are designed to best current practice standards of design quality, mix, tenure, energy and public space.

The approval of outline planning consent in 2007 represented the culmination of over two years’ commitment which necessitated a close working partnership with numerous key agencies. BDP worked alongside the Greater London Authority, the Commission for Architecture and the Built Environment, Transport for London, the Environment Agency, Haringey Council, and led ongoing community consultation from an early stage and whose input drove the scheme forward. Of particular note, BDP was responsible for identifying and successfully bidding for £2 million worth of Growth Area Funding to pay for enabling works on the site.
