BDP was commissioned by Solihull Metropolitan Borough Council to produce a masterplan for Chelmsley Wood, which is the main shopping and civic centre of North Solihull and lies at the heart of a large post-war local authority housing development. The purpose of the masterplan was to set a framework for development that ensures the town centre could develop to meet modern requirements whilst recognising the very real constraints on investment and development in this part of the Borough. This masterplan is not a blueprint for development, rather it is an illustration of the potential of the town centre, based around a set of planning and development principles that allow for flexibility in interpretation, providing that certain guidelines are followed and desired outcomes are achieved.
Such principles include:
• The mix of land uses desired and considered appropriate in the town centre;
• Design constraints such as heights and massing and design requirements, such as quality of design and contribution to a town centre environment that is attractive, safe and pleasant to use;
• The requirement to deliver an enhanced public realm and better connections to the surrounding neighbourhoods, particularly for pedestrians. Grounded in a strong evidence base, the masterplan can be used by SMBC and other stakeholders to secure wider support, attract investment and funding, and stimulate interest in Chelmsley Wood: a masterplan is an advocacy tool, clearly setting out the vision for the future of the town centre, underpinned with a robust evidence base.
