BDP Quadrangle unveils landmark mixed-use community in Port Whitby

BDP Quadrangle has designed Nordeagle to bring a vibrant, mixed-use community to Port Whitby, transforming a former industrial site into a dynamic urban neighborhood. Proposed by Cortel Group (operating as Nordeagle Developments Limited), the large-scale development will introduce residential, commercial, office, hotel, and public spaces across 27 buildings, ranging from 4 to 41 stories. Located close to Whitby GO Station within a Major Transit Station Area, Nordeagle is designed to support higher-density growth while fostering a well-connected, pedestrian-friendly environment.

Spanning 150,178 sq m at the northwest corner of Victoria Street West and Jim Flaherty Street, the site is currently vacant but positioned to become a key hub within the Durham Region. BDP Quadrangle’s master plan organizes the tallest buildings in the southeast near major transit routes, stepping down in height towards established residential and commercial areas. The design prioritizes active streetscapes, green spaces, and a mix of uses to create a complete, sustainable community.

The development is planned in 18 phases, with Phase 1 introducing a 33-story (109.34m) north tower and a 38-story (125.51m) south tower. Together, these buildings will deliver 821 residential units alongside ground-floor retail, providing new opportunities for living and working in a well-served transit corridor. The first phase also includes a three-level underground garage with 903 parking spaces and extensive indoor and outdoor amenities.

Public space is central to the master plan, with an expanded park of 14,821 sq m, a 3,414 sq m public plaza, and 12,748 sq m of Privately-Owned Publicly accessible Space (POPS). The team is also in discussions with the Town of Whitby and the local school board to integrate an elementary school into the community framework.
