Planning approval granted for Carlisle train station Court Square
The first stage of plans to transform Carlisle train station and its surrounding public spaces have been approved, paving the way for a more accessible and welcoming gateway to the city. The redevelopment, approved by Cumberland Council’s planning committee, will enhance pedestrian access, improve public transport connections, and create a safer, more inclusive environment for all travellers.

The scheme focuses on the Citadel Railway Station and surrounding areas, removing vehicles and clutter to create a new public space for the city, to be named Court Square. Key improvements include a reconfigured highway layout, the pedestrianisation of the station forecourt and surrounding area, enhanced car park access, and the relocation of Lawson’s Monument to a more prominent position. The Lawson Monument is an original feature of Court Square which has been in storage for a number of decades. These changes will create a more attractive and functional space for residents, visitors, and commuters alike.

The approved plans form part of a broader public realm regeneration strategy for Carlisle, aimed at revitalising key areas of the city. This strategy prioritises pedestrian and cycle access, improves public transport facilities, and enhances the overall experience for passengers and visitors.
A central aspect of the redevelopment is the transformation of Court Square into a high-quality public space. Currently dominated by vehicles, the redesigned square will prioritise pedestrian movement, featuring natural stone paving, Lazonby red sandstone bands that guide movement, and improved seating areas. Cycle parking will be introduced, and existing refuse containers will be relocated to maintain a clean and attractive environment.
Carlisle Citadel Station sits at the southern edge of the medieval city, playing a crucial role in preserving Carlisle’s rich heritage. Surrounded by multiple listed buildings, including the iconic Citadel towers, the redevelopment carefully considers the historic setting of these structures. The design reinforces connectivity between these important landmarks, with paving bands extending from the station façade to guide movement through the forecourt. The arrangement of planting, seating, and artworks takes cues from the surrounding architecture, strengthening the sense of arrival in Carlisle while enhancing the conservation area.
Network Rail, a key stakeholder in the project, will work alongside BDP and Cumberland Council to deliver a modernised and efficient station forecourt. These improvements will not only respect the heritage setting but also contribute to a more sustainable and pedestrian-friendly urban environment.
With planning approval now secured, the next phase will focus on detailed design development and implementation planning, paving the way for construction to begin later this year.
