Planning approval secured for 1,600-home Hind Street Urban Village
Wirral Council has granted planning approval for the Hind Street Urban Village, a transformative masterplan designed by BDP, marking a major milestone in the regeneration of Birkenhead.

The project will turn 65 acres of former industrial land into a vibrant, sustainable community, featuring 1,600 low-carbon homes, commercial spaces, green areas, and a new primary school.
The Hind Street development, led by Ion Property Developments in collaboration with Wirral Council, is set to create a new urban village close to Birkenhead town centre. The plans include demolishing the outdated Mersey Tunnel flyovers, re-stitching fragmented parts of the area, and introducing modern infrastructure to support sustainable living.

"The unanimous approval of our Hind Street Urban Village masterplan by Wirral Council Planning Committee marks a pivotal moment in the regeneration of Birkenhead’s southern edge - a true sleeping giant. This project represents an incredible opportunity to transform the town, introducing 1,600 low-carbon homes, new workspaces, education facilities, and the vibrant Dock Branch Park.
“By prioritising people, biodiversity, and sustainable growth over car-dominated spaces, the scheme will reconnect fragmented areas and breathe life into the town centre. It’s a bold step towards creating a thriving, inclusive community along the River Mersey’s Left Bank."

The Hind Street Urban Village will deliver a range of features designed to support sustainable and inclusive living. At its heart are 1,600 energy-efficient homes that will be complemented by Dock Branch Park, a green corridor that will connect local communities and enhance biodiversity in the area.
The development also includes 650,000 square feet of commercial space and a new primary school, providing vital educational and employment opportunities. Enhanced connectivity is a cornerstone of the project, with improved transport links and the removal of the Mersey Tunnel flyovers to seamlessly integrate the new neighbourhood with the town centre.

"We’re pleased to have reached this significant milestone. Hind Street is a complex but exciting project, and we’re grateful for the proactive support of the council’s planning team. We look forward to beginning remediation and infrastructure works later this year.”

This ambitious project has been supported by £52 million in funding from Homes England and the Liverpool City Region Combined Authority. It reflects a shared commitment to repurposing brownfield sites and delivering much-needed housing while creating thriving, inclusive communities.

“Hind Street is a perfect example of regeneration in action. It’s encouraging to see progress towards revitalising this key site, which will soon provide new homes, green spaces, and community facilities.”

With planning approval secured, work on the first phase is expected to begin later this year. Initial works will focus on site remediation and essential infrastructure, paving the way for the development to take shape.

“Hind Street is a cornerstone of our regeneration plans for Birkenhead, unlocking the potential of long-neglected land. This project goes beyond new housing; it’s about boosting the local economy, reducing inequalities, and improving quality of life for our residents.”
